CHAPTER 57.HOSPITAL DRESSERS.

To provide far the licensing of dressers.

1. Short title.

This Ordinance may be cited as the Hospital Dressers Ordinance.

2. Interpretation.

In this Ordinance—

" dresser " means a person who assists in the medical or surgical care of hospitalpatients under the direction of a registered medical practitioner ;

" Medical Council " means the Medical Council of the Colony of North Borneo constituted under the Medical Registration Ordinance.

3. Licence to practise.

No person shall practise as a dresser without a licence, in the form set out in the Schedule, granted by the Director of Medical Services, and renewable annually. Nothing in this Ordinance shall prevent the employment without a licence of any person to attend to patients under the supervision of a dresser duly licensed hereunder.

(1) Kind of licences.

Licences shall be of three grades, that is to say :—

Licence to practise as a Third Grade Dresser :

Licence to practise as a Second Grade Dresser :

Licence to practise as a First Grade Dresser.

(2) Except as hereinafter provided no licence to practise as a dresser shall be granted unless the applicant has satisfied the Director of Medical Services by certificates of qualifications obtained outside the Colony or by examination of his fitness. Examinations shall be held half yearly and the dates thereof shall be notified in the Gazette.

5. Suspension of licence.

(1) Whenever it shall appear to the Director of Medical Services that any licensed dresser has been guilty of any heinous offence or infamous conduct in respect of his work as a dresser or of gross incompetence it shall be lawful for him to suspend the licence of such dresser for a period not exceeding three months. Every suspension shall be forthwith reported by the Director of Medical Services to the Medical Council for its directions.

(2) Cancellation of licence..

If any dresser licensed under this Ordinance shall be convicted of any heinous offence or shall after due enquiry by the Medical Council be deemed by it to have been guilty of infamous conduct in respect of his work as a dresser or of gross incompetence, the Medical Council may cancel the licence of such dresser and no new licence shall be granted to him without the permission of the Medical Council.

6. Penalties.

(1)Any person who practises as a dresser without a licence or during suspension of his licence in contravention of this Ordinance shall be liable on conviction to a penalty of two hundred and fifty dollars for each offence and to a further penalty of twenty-five dollars a day during the continuance of such offence.(2)Any person who knowingly employs as a dresser any person required to be licensed by this Ordinance who is not so licensed shall be liable on conviction to a penalty of one hundred dollars for each offence and to a further penalty of ten dollars a day during the continuance of such offence.

7. Power to make rules.

The Governor may make rules for fixing the fees payable for licences and for more effectually carrying out the purposes of this Ordinance.
